Simple - what is it and where is it? It's inside the Chattanooga city limits in an extremely public place.

1) That's what it looks like. 2) Nope, that's what it looks like. 3) No, I don't hang out in gang territory.

I vote for one of the images at the Passage. It's shiny painted concrete.

Well Stray - are you going to dole out any hints other than the first two you gave us when you posted that pic?

It's a water fountain, taken from above (see the coins in there?) I just don't know where it is within the city

FKL , I think those are chips in the paint, not coins. OK Stray – It’s later this afternoon… *looks at watch* *taps foot* Can you tell patience is not a virtue with me? And JoeDog - I have to put up with that avatar on myspace and now HERE? geez! I keep wanting to close one eye when I look at that thing.

Actually, it looks like the letter in a sign painted on a wall... not familiar enough with the area to know what or where though...

"The Catch of the Day" I must have gone by this thing a hundred times, but happened on it this morning on the 101st time, and had a head-slapping moment. Took a picture of the whole thing. Location: the River Park at the fishing piers---you can see the Robinson Bridge in the background. Right-click on the image for the full-size image but be prepared for a 2.7 meg download.
