Who Elected River City and Kim White?
Who elected River City’s Kim White or the Urban Design Center to be the final say on taxpayer funded roadway projects? For the record, River City’s interference in public projects has not yielded the greatest results.
River City’s current actions have stopped and delayed a taxpayer funded roadway contract that is solely between the Tennessee Department of Transportation and City of Chattanooga (elected body) for over a year.
As I merged into Chattanooga from I-24 yesterday, there is no question River City should stick to Pilot-Property Tax exemptions for popcorn job creation. The section of roadway that was scheduled to be rehabilitated and reconstructed has temporary jersey barriers, unmaintained medians, and trees growing into the lanes. Why, because the project was scheduled to proceed with construction, and River City intervened with some planners that have never designed an Interstate, on the basis this elite little group did not approve of the design that has been on the table for years. Of course River City withheld objections until T-DOT was poised to proceed.
T-DOT should not tolerate this nonsense, the City of Chattanooga approved the design.
River City was also contracted to manage the waterfront construction project, although they had no real construction management experience or engineers on staff. As Chattanooga taxpayers get ready to reconstruct the defective waterfront concrete to the tune of millions, and have a major road project coming to a screeching halt, River City needs to be reminded that they are not the voice of taxpayers.
We have an elected City Council and Hamilton County Commission for decisions with public money.
River City was responsible for the waterfront project failure, and the taxpayer’s only fault was waiting past the statute of limitations to file a lawsuit against them.
River City is now interfering in Pilot Agreements by lobbying to acquire the authority to grant property tax exemptions. It is my understanding that River City in their never ending pursuit of taxpayer funds has requested that our Hamilton County Commission delegate the River City Board with full authority to grant property tax exemptions under Pilot Agreements without Commission approval.
This is very concerning. Only an elected City or County body in direct sunshine should have the authority to grant Pilot agreements that exempt the chosen from property taxes.
Again, who elected River City as the voice of the taxpayers?
