International Day of Persons with Disabilities: The United Nations (UN) has identified December 3 as International Day of Persons with Disabilities. Initially proclaimed in 1992, the annual recognition is to promote an understanding of disability issues and to rally support for the dignity, rights and well-being of persons with disabilities. The department would like to join the international community in celebrating this day of honoring people we serve. The theme for this year is “Break Barriers, Open Doors: For an inclusive society for all.” The UN has proclaimed: The commemoration of this year’s International Day of Persons with Disabilities provides an opportunity to further raise awareness of disability and accessibility as a cross cutting development issue and further the global efforts to promote accessibility, remove all types of barriers, and to realize the full and equal participation of persons with disabilities in society and shape the future of development for all! What you can do to observe this day: • Organize- Hold forums, public discussions and information campaigns to help find innovative ways and means by which persons with disabilities and their families can be further integrated into their societies and development plans. • Celebrate- Plan and organize performances everywhere to showcase and celebrate the contributions made by persons with disabilities as agents of change and development in the communities in which they live. • Take Action- A major focus of the day is practical and concrete action to include disability in all aspects of development, as well as to further the participation of persons with disabilities in social life and development on the basis of equality. Spotlighting Persons Supported: Lisa currently receives services from Compass Coordination. Two years ago, she transitioned to family model services with New Horizons along with her long time support staff, Beverly and Talisa. Those who know and love Lisa expressed that she is a very quiet, sweet and shy young lady. Lisa and her supports began going to Waffle House earlier this year for breakfast and met a server named Angie. Angie and Lisa instantly hit it off and have become very good friends. Angie also happened to know two gentleman from Indiana and introduced them to Lisa. Not only has Lisa made a friend in Angie, but she also meets her Indiana friends for breakfast occasionally when they are in town. The friendship formed between the two women has allowed Lisa to express her feelings and ease some of her shyness. Pictured above, are Lisa and Angie.
One of our goals is to support people in building real connections to their community. These connections, although they may appear to be insignificant in the beginning, can open doors that change people's lives for the better. Supporting people to build real relationships requires deliberate support just like introducing people to friends and acquaintances and when there is that instance of connection between two people, supporting them to build on the connection. The department commmends Compass Coordination and New Horizons for their thoughtful and consistent support for Lisa. We look forward to seeing how Lisa continues to build upon her connections and how her life changes as a result.

Employment Network Training Session: A reminder that a capacity building session regarding Employment Network and Ticket to Work will be held December 16 from 9:00 a.m.-12:00 p.m at Workforce Connections in Knoxville (2247 Western Ave). Facilitated by Workforce Program Manager Stephanie Potter, the session will provide an overview of the Disability Employment Initiative grant, Ticket to Work and partnering with a workforce that has already become an Employment Network. Additional highlights will include:
• What is the Disability Employment Initiative? • What is the Ticket to Work Program? • Who gets a Ticket? How do I know if one of my clients has a Ticket? • What is an Employment Network (EN)? Under general supervision of the Director of Elderly & Disabled Adult Services
Distinguishing Features: An employee in this position is responsible for assisting the Director of Elderly & Disabled Adult Services and the Director of Intellectual Disability Services with activities and services of the MFP Rebalancing Demonstration Grant and for acting in the director’s stead as needed.
Primary Roles and Responsibilities: • Assist with day to day management of MFP demonstration project activities • Assist with the development and implementation of program policies, procedures and protocols • Develop and present informational materials as needed • Assist program Directors to monitor quality of services and compliance with program rules • Provide technical assistance to contractors as necessary • Work collaboratively with the TennCare Housing Specialist to ensure success of the MFP demonstration project • Review program rules and regulations and make suggestions for changes/improvements • Complete federal reports and ensure reports are accurate and submitted timely • Ensure CMS required files are accurate and submitted timely • Represent the Bureau and the project at meetings and conferences as requested • Assist Program Directors in working with and maintaining contact with stakeholder groups • Other special projects as assigned
Minimum Qualifications: Education and Experience: • Bachelor’s degree in a business management or human service related field • Minimum two (2) years work experience in business management or human service related field • Experience with project management • Excellent written and oral communication skills
Special Requirements: • Experience working in or with Medicaid programs • Experience working on federal grants • Ability to adapt to changing priorities and deadlines • Ability to maintain accurate records • Ability to exercise sound judgment

Subject: Amendment 20 Good morning, and Happy Thanksgiving eve! I am pleased to let you know that we have posted for public comment an amendment to the TennCare demonstration that, if approved, will maintain open enrollment in At-Risk Demonstration eligibility category through June 30, 2015. This amendment is a based on feedback we have received from many of you, our LTSS Stakeholders. This means that, beginning January 1, enrollment in Group 3 would not be limited to SSI eligible individuals, but would continue to be permitted for individuals at risk of institutional placement who meet institutional income standards. While the application of institutional income standards is unusual for people who do not meet institutional level of care, we are hopeful that CMS will grant the extension of this demonstration category. We are asking CMS for an expedited review and implementation date of January 1, 2014 to allow for seamless enrollment into this group. A link to the notice appears on the main page, but the notice itself is located at www.tn.gov/tenncare/pol-notice3.shtml. We appreciate the feedback we have received from many of you to date, and look forward to any additional thoughts you may have. It's time to mark your calendar and save-the-date for our 5th annual Chattanooga Autism Conference. We'll start registration in January and we'll do "early bird" rate specials as always. For now, just make sure you reserve that Friday on your calendar so you can attend the conference! Last year we had almost 500 people at the conference and close to 50 exhibitors and 20+ speakers. We've gotten a lot of feedback and our planning committee is working hard to make our 5-year anniversary a great event. This year, we're excited to have Dr. Melmed as our Keynote Speaker. We meet once a month at different locations around town, and do a variety of activities such as attend sporting events, potluck dinners, movies and much more! RSVP TO ZOO: 697-1319 Wheelchair Basketball Monthly Pick Up Game SPARC, A Chapter of DSUSA, and Chattanooga Therapeutic Recreation Services Wheelchair Basketball Overview: These are "pick-up" games, which are designed to encourage skill development, recreational wheelchair basketball play opportunities and community awareness on a monthly basis. The program is designed for individuals with physically disabilities/mobility impairments along with individuals without physical disabilities that want to encourage inclusive opportunities. All participants must meet the following requirements. TIME: 10:00 am - 12:00 pm DATE: Dec. 7th LOCATION: Hixson Recreation Center (Formerly Hixson Middle School), 5400 Old School Drive Minimum Requirements for the Safety of Participants: 1. Must have the cognitive ability to follow directions and instructions 2. Must be able to stop the wheelchair quickly and appropriately maneuver chair safely during participation 3. Must not have medical issues which could endanger the participant, including seizures 4. Minimum age for all participants in 15; maximum weight is based upon chair specifications 5. Participants, or guardians for participants under the age of 18, must sign liability release forms from SPARC, A Chapter of DSUSA 6. Participants must follow all NWBA rules and regulations in order to facilitate safe and fair play 7. Must have basic ball control skills (or the ability to develop skills) including: throwing, catching, and passing. Community Development Grant The Council proudly announces the newly available Community Development Grant. This new fund, similar to our Education Travel Fund, is available to Tennesseans with disabilities and their family members. It provides assistance to visit and research innovative programs in other states. Project SEARCH Coming to TN! The Council is launching new Project SEARCH sites in each of the state's 9 development districts over the next several years to promote early employment experiences for students with disabilities. Partners in this initiative include the Division of Vocational Rehabilitation, Division of Special Populations in the Dept. of Education, and the Department of Intellectual & Developmental Disabilities. The state kickoff event was held this past month in Murfreesboro with Vocational Rehabilitation staff, Local Education Agency staff and DIDD provider staff from each region participating. TN's Project SEARCH initiative targets students with intellectual & developmental disabilities in their last year of high school. Through this model, the majority of the participants complete the program and are offered a job. Youth Readiness Days Update
The Council is continuing to offer Youth Readiness Day trainings for high school students with disabilities, Ned Solomon, Director of the Council's Partners in Policymaking(TM) program, traveled to Sevier County this November to train youth from four area high schools. 33 students and 10 special education and transition staff attended.
Based on evaluations, students and staff were inspired by the content, which included presentations on self-advocacy, independent living skills, taking personal responsibility, state and local services and resources for transition-age youth, and developing a life plan. The main goal is to get students with disabilities thinking seriously about their short- and long-term goals after graduating from high school. Up next: Youth Readiness Day trainings at two schools in Fayette and Shelby Counties scheduled for March 2014.

Autism Matters 2012 Survey on Abuse of People with Disabilities The Report "Abuse of People with Disabilities: Victims and Their Families Speak Out" analyzes the results of what may be the largest survey of its kind in the nation. More than 7,200 people took the survey which inquired into the experiences of people with disabilities as victims of abuse and bullying. Family members, advocates, service providers and various types of professionals also responded to this survey conducted by Spectrum Institute's Disability and Abuse Project. Over 70% of people with disabilities said they had been victims of abuse. More than 50% of these victims had experienced physical abuse, with some 41% having been victims of sexual abuse. Nearly 9 of 10 respondents with disabilities had suffered verbal or emotional abuse. Most victims said they had experienced abuse on more than 20 occasions. "Lawyers and judges must do a better job of providing equal justice to victims who have disabilities even though it may require working harder or becoming better educated on how to handle such difficult cases," said Thomas F. Coleman. Coleman, an attorney, is the principal author of the report. The Autism Society’s Safe and Sound initiative helps parents and professionals identify potential public safety or criminal/juvenile justice situations and provide possible solutions so individuals with autism and those who care for them can be prepared for, stay safe during and avoid situations of vulnerability. As part of this initiative, the Autism Society is proud to be partnering with The Arc to develop a National Resource Center on Criminal Justice and Disability, with a focus on intellectual and developmental disabilities (such as autism, Down Syndrome and Fetal Alcohol Spectrum Disorder). This is the first national effort of its kind to bring together both victim and offender issues involving people with I/DD under one roof. Autism Opportunities 2014 Organization for Autism Research Scholarship Program Now Accepting Applications The 2014 Organization for Autism Research (OAR) Scholarship Program invites applications from persons with an autism diagnosis (DSM-IV or later criteria) pursuing full-time, post-secondary, undergraduate education or vocational-technical training in any of the following: Four-year undergraduate college or university Two-year undergraduate college Trade, technical or vocational school Cooperative life skills programs Applicants must choose between one of the following options: The Schwallie Family Scholarship for higher-functioning students The Lisa Higgins Hussman Scholarship to support students with more severe autism diagnoses Since 2008, OAR has awarded a total of $356,500 to 116 students from across the country through this program. Last year, it expanded to benefit students with more severe autism diagnoses by establishing the Lisa Higgins Hussman Scholarship Program. All required application materials, including the letter of recommendation, must be submitted by 11:59pm EST on April 25, 2014. This is a highly competitive program.
