The Red Bank city commission will hold its scheduled meeting this evening, Tuesday, 01/05/2010 at 7 p.m. at city hall on Dayton Boulevard across from the brick yard.
What surprises will they have for us tonight?!?

If numbers and traffic cameras bore you, skip down to the PUBLIC MEETING part below.
In fiscal year 2009, Red Bank had traffic camera revenues of 579,175. I’m not real sure how that works if each ticket is $50, but what do I know? (579,175 / 50 = 11,583.5. Who got half a ticket?)
But before someone gets steamed about calling the traffic cameras a cash cow, Monsieur Dorsey (City Manager) wants people to know how much Red Bank really gets out of the cameras, so he provided the following figures.
Traffic Cameras 579,175 Revenue 357,070 Expense (to camera company?) ---------- 222,105 Sub net
(26,000) Deputy Court Clerk (19,000) Police Record Clerk (50%) (21,785) Supervisor Review (12%) (39,000) Van personnel/overtime ---------- (105,875)
116,230 Net
Court fines 200,000 Budgeted 116,668 Collected (83,332) Deficit
116,230 – 83,332 = 32,898 Difference (the amount of “profit” Red Bank makes from traffic efforts.)
But worth noting, Dorsey points out, is a 19% yearly REDUCTION in the number of traffic accidents in Red Bank from 533 in 2005 to 432 in 2008, and that means the PO-lice can spend more time on things other than crashes. Dorsey says he figures that people are driving in a more concerned manner all over town, not just at the three intersections where traffic light cameras are located.
Announcement of PUBLIC MEETING 01/19/2010.
The city of Red Bank hopes to undertake some major improvements concerning sidewalks and streets. I became confused about dollar amounts, but I heard numbers being thrown around like $77,000, $203,900, and $1.8 million, so it behooves Red Bank citizens to attend the meeting to find out specifics and whether or how it will affect their streets and property.
I was amused at a certain few people at the meeting who reported they had to pay traffic camera fines. You had to be there.

Uh, I wish I'd seen the agenda sooner. I'm ALL FOR more sidewalks. Lots more. Also requiring them in all new developments.

Somebody found out that there are actually more streets in Red Bankistan than just Dayton Boulevard.
I don't know who let that secret out.

They could start with sidewalks on some of the other major roads, like Appian Way and Delashmidt and Ely... That would seriously improve my dog-walking and running options:-D

I totally agree with you, WK, but I did not hear mention of any of those streets.
For those who don't know, only the northern half of Delashmitt belongs to Red Bank. The southern half (down to Ely) does not. Red Bank doesn't own all of Ely either. In fact, probably just a little bit if any. Shame on me. I should know better.

The west side of Delashmitt Road is in Red Bank from Gadd Road a few hundred feet past Sherry Lane . The other side is Chattanooga, all of Ely Road is Chattanooga. The north side of Gadd Road is Chattanooga and the south side is Red Bank, until right past Delashmitt at Gadd Road. A nightmare for fire and police departments of both cities. Most of the time both cities respond and patrol the area. I agree with WK, Appian Way, Delashmitt Rd., Browntown Rd., McCahill Rd., Hedgewood, and Memorial Drive desperately need side walks. Oh well, we can dream!!!!! The sidewalks are to connect from Signal Mountain Road to Browntown, with improvements made to existing side walks, making them handicapped accessible by cutting out the curbs at corners. Maybe all the folks who drive their motorized chairs on Dayton Boulevard will use the sidewalks , if and when it becomes a reality!!!! A few weeks back the Community News did a story on all the projects they hoped to do with the stimulus money.

There was something about turning Lyndon Ave. into a one way street to make room for a sidewalk. That would be just crazy. For those who don't know, Lyndon runs parallel to Dayton Blvd. on the residential side of the rail road tracks. It is fairly important for the people of that neighborhood to be able to go back and forth along that road as access to Dayton is somewhat limited by -duh- the rail road tracks.

Lyndon is my favorite "get off the main road" street for cycling towards downtown Chattanooga and back.

Dr. Dorsey (city manager) has been busy because of the bad weather, but he did come through with a summary of the improvements - thus -
City of Red Bank- AARA Funded Projects
Resurfacing • Resurfacing Dayton Boulevard from Signal Mountain Road to Memorial Drive • Resurfacing (Lupton Drive extension) from Dayton Boulevard to city limits East Newberry/Easton Avenue
Total Funding Request= $427,000.00
Greenways/Sidewalk Maintenance • Gateways at City Entrances- Ashland Terrace at Crestview, Gadd Road at Dayton Boulevard, Morrison Springs Road at Corridor J, Dayton Boulevard at Stringers Ridge • Ornamental Streetlights - Dayton Boulevard (4100 – 4400 blocks)- Completion of earlier project which has pedestals and conduit already in place. • Lyndon Avenue Greenway- Sidewalks down West side of Dayton Blvd. from Newberry to Memorial- Greenway sidewalk on Lyndon Ave. from Memorial to East Midvale Drive.
Total Funding Request= $600,000.00
Signalization Upgrades • Dayton Boulevard at Newberry Street • Dayton Boulevard at Leawood Avenue • Dayton Boulevard at Martin Road • Dayton Boulevard at Browntown Road

last time i went through red bank this section was good, and It was re-done about 8yrs ago when they did all the sewer work.

I will never figure out why drivers can't drive on Dayton Blvd. The part in front of my store is flat and straight. There is a traffic light very close. In 20 years, at least three cars have 'lost control' and plowed through my parking lot and/or the Lion's club next door. Will resurfacing or cameras help people NOT swerve off the road for no apparent reason?

Does "Signalization" mean more traffic cameras?
"No. No more cameras. That's a whole different subject entirely. Signalization upgrades refers to replacing the traffic signals which have light bulbs in them with signals with new energy efficient LED lights in each lamphead, or at least the red and green ones. Also, an upgrade to the hardware which sits in the boxes near the signals. One or two of the intersections may have to be reengineered some to meet state standards. That could mean more lights facing each way, like at Martin Road, where the lights just hang diagonally across Dayton Blvd. Lastly, we want to get rid of the lights hanging by wires and instead put in mast arms, like we have at Memorial Drive and at Hedgewood. The less wires we have in this city the better."

This won't mean a lot in Southern cities but they have found that more accidents occur during episodes of winter weather at intersections controlled by signals equipped with LED lamps. The incandescent lamps in the older signals generated enough heat to keep snow cleared from the lenses. The LED lamps don't generate this heat so the signals can be obscured by snow and ice.

If there is ever that much snow here the signals won't mean anything whether or not you can see them. Not the way people around here drive in the snow...
