Bubba Watson saved par from the pine straw and won the Masters on the second hole of a playoff over Louis Oosthuizen. Trapped among the trees 155 yards from the hole and not able to see the green, the left-hander hit a huge hook Sunday and landed the ball safely on the 10th green. He two-putted for par and because Oosthuizen couldn't get up and down from the front of the green, Watson had captured his first major. Watson birdied Nos. 13 through 16 to rally from as many as four shots off the lead. Oosthuizen grabbed that lead on No. 2 when he holed out from the fairway for a rare double-eagle 2. www.wrcbtv.com/story/17361659/former-uga-golfer-bubba-watson-wins-the-masters

No, he did not. From the same link you provided for your source: The key factor here is what Bubba was moving prior to taking his stance — pine straw and leaves. These objects are all loose impediments, according to the USGA. By definition, loose impediments are natural objects that are not attached in any way to the golf course. As Rule 23-1 states, "Except when both the loose impediment and the ball lie in or touch the same hazard, any loose impediment may be removed without penalty." So there you have it, Rule 13-2 does not prohibit the movement of loose impediments, and Rule 23-1 specifically allows their movement. So, there is no controversy here, folks. Please move along.Congratulations to Bubba - a fine young man.
