Dear Friends of STEP, It is time to submit our grant proposal for continued federal funding from the US Department of Education, Office of Special Education Programs, and we would appreciate your support. Each parent training center must reapply for grant funding every 4 or 5 years. STEP, Inc. has been funded as a parent training and information center for the past 25 years! We want to continue to serve families in Tennessee. A letter of support from you that talks about your experience with STEP, Inc. will make our grant application stronger. If you have found the STEP staff and our publications, website, phone assistance and/or training helpful we would love to have a letter of support to submit with our grant application to demonstrate the value of our services. Below is a sample letter you can use to write to us. Please feel free to write your own letter or change the sample letter in any way you’d like. We will need to receive your letter of support by May 15, 2014. Please tell us in your letter how STEP has helped you. We truly value your personal stories of how STEP has assisted you and how that assistance made a difference for your family and your child. Thank you for your continued support. We look forward to serving you in the coming years. Please let us know if you have any questions, Karen S. Harrison Executive Director STEP, Inc.

New DOL Guidelines for Home Care Workers The Department of Labor has changed regulations for home care workers under the Fair Labor Standards Act. Specifically, DOL has changed how the companionship exemption rule applies to home care workers so that many of them will no longer be exempt from minimum wage and/or overtime wages. The Department of Labor recently invited NACDD to join a call where they discussed new guidance for this rule which will go into effect in January 2015. The new guidance and other fact sheets can be accessed here. www.dol.gov/whd/homecare/ Affordable Care Act Updates More than 8 million people have now signed up for health insurance through Affordable Care Act exchanges through the deadline earlier this month, according to White House press secretary Jay Carney. The next enrollment period begins November 15, 2014 for coverage beginning January 2015. However, signups can still occur now for CHIP and Medicaid. Visit www.healthcare.gov for more information. The West Virginia DD Council’s ACA booklet was a hot topic on Twitter this month (including a retweet by Sam Bagenstos – former DOJ Principal Deputy Assistant Attorney General)! Free Community First Choice Option Webinar on May 16 The Community First Choice Option provides states with a new opportunity and financial incentive to expand access to home and community based services to individuals with disabilities and seniors. States can receive an additional 6% federal match for qualified services and supports through their Medicaid state plan. Unlike Medicaid HCBS waivers, states cannot cap enrollment and maintain waiting lists for individuals who meet an institutional level of care. This webinar will feature insights from three states (Colorado, Montana, and Oregon) that are actively considering or implementing the Community First Choice Option. Please join this webinar on Friday, May 16, from 2:00PM-3:30PM ET hosted by the Friday Morning Collaborative (a coalition of national disability and aging organizations working together to advance home and community-based services and supports). A special thanks to Oregon DD Council’s Leslie Sutton for helping to put together this event! Space is limited, so please register early. Close captioning is available. The webinar will also be recorded and made available for viewing following the event. To register, please click here. cc.readytalk.com/cc/s/registrations/new?cid=3vjoutzq597x

Education NACDD/Coalition Weighs into Department of Ed Data Collection The Coalition for Teaching Quality, of which NACDD is a member, represents over 100 education and civil rights groups. The coalition recently contacted the Department of Education as they launch a $5.8 million project to gather information on the distribution of highly qualified teachers. In a letter to Secretary Duncan, the coalition urged the Department of Education to create searchable databases so that parents can assess how equitably their district or state distributes highly-qualified teachers. The coalition has also requested that the data be broken down by demographic, so parents can see what proportion of students with disabilities, English-language learners or low-income children are taught by teachers who are still in training and are not yet 'highly qualified'. The coalition's letter, which was highlighted by Politico, can be accessed here: politico.pro/1nqYYHF.

Ask the Expert: Getting the Most Out of the IEP Process- Autism Society of North Carolina An Individualized Education Program (IEP) is required by the Individuals with Disabilities Education Improvement Act 2004 (IDEA), which is a federal law. This law guarantees a Free Appropriate Education (FAPE) in the Least Restrictive Environment (LRE) for all children with disabilities who need special education and related services. If you mention “IEP meeting” to parents, you’re very likely to hear about the difficult times many have experienced. But there are steps you can take to ensure that the process is as amicable and efficient as possible. Read more... www.2dialog.com/autism/t/l/645/h/d414

We are please to announce that 34 contributors helped us surpass our goal of $3000 and the donor's matching funds of $6,000 have been added to the cause. Click the link to see our current total! WWW.CAUSEWAY.ORG/CACWe now have two more small goals we hope you'll help us reach by the the end of May 5th: 1) Help us reach $10,000 so we can max out the 10% matching from Causeway. If we hit $10,000, we receive an additional $1000. Just click the link and click "contribute" and make a small donation. It takes 30 seconds! We are very close! 2) Help us increase our number of SUPPORTERS (donation not required). Businesses and the community look at the number of people who rally around a cause. We'd like to double or triple the number of people who show up as supporters. Just go the cause and click the red "Support" button on the site. You'll be asked to create a Causeway account and then you'll count as another supporter.
