Just did a story about that for Channel 3 www.wrcbtv.com/Global/story.asp?S=9071116 . This is a low-cost "pavement preservation" technique that is supposedly superior to the old chip & seal method. They spray a layer of "emulsion" (tar and oil) then spread some fine gravel on it while it's still liquid. As the liquid hardens, the gravel embeds more or less permanently. The excess gravel is then "swept" away and the remainder is pounded into the surface by passing car tires. The road should be tightly compacted in a month or so, according to the city's paving manager. This method costs $1.75 per square yard as opposed to a full black-topping which costs $8.75 per square yard and likely to go up even higher as oil prices climb. According to the guy we talked to, this should protect the current pavement underneath for 5-10 years. All I know is we came away from the story with a ton of gravel and oil stuck to our tires and lots of gravel pitting the paint on the side of the car and making a mess of the undercarriage!

Some guy on Atlanta Avenue called in this morning to the village idiots... Seems funny that most of the city is now getting the crap road treatment....
Has anyone been on Frazier Avenue lately? Noticed the nice new BLACKTOP?

Could they not use one of those pavement rollers to pack it down more instead of relying on cars to pack it down.

All that gravel flying around is great for the auto replacement glass businesses.

Chip seal is fine for country farm roads. Not heavily-traveled roads in urban areas. I was still slinging this crap out from underneath my car over 25 miles later (went up the mountain on the W Road, and came down Roberts Mill). Most of the rock has been slung loose but there's still tar stuck all over my tires and likely the undercarriage.
It'd be nice if the city would tell us which roads they intend to destroy in this manner so we can avoid these areas for a few months.
I have to periodically go up to Signal Mountain for work, I'll certainly NOT be taking Mountain Creek Road anytime soon on my way.

You'll want to avoid Pineville too.

Funny you should mention Pineville; I used to live up there at the apartments on top of the hill.
Bet it's a mess with all that loose gravel and those steep grades.

Hey, Scan, are you talking about Windridge? I've lived there twice in 15 years. Great place. Moccasin Bend Rd. is a mess as well. Gravel flying everywhere. Our chief of staff didn't even know they were going to pave.

I saw this on the news last night Rural roads maybe, but that is NOT the way to make a city road. I was wondering the same - why not pack it better? Spend just a little more and get it right.

Yes, Tuffmustang, that was me at the "T." The reason they don't use a steamroller or other device to pack it down is that to be effective, it would have to be packed down when the tar is wet, then it would all "squish" out. After that, all you're doing is breaking up the rock into smaller pieces which are even easier to sling. I agree with all. It's a horrible idea, but may be the only thing the city cane do short of ignoring the streets altogether, which is also not an option. And Joedog ... I had thought of that as well, and the person we interviewed said he would send us a list to post on our website for folks to see, but he never came through. And the city doesn't have such information on their website, either. The story is here www.wrcbtv.com/Global/story.asp?S=9071116

Channel 9 is on it. They approached me while I was getting gas after lunch - I declined to go on TV with my bitching.

Besides, you don't want to go on Channel 9, that would be "slumming" it.

For the time being. Chattanooga residents, you voted for some of these clowns who think up this stuff. A little more attention to detail at election time next, please?

Littlefield Suspends Controversial Chip Seal Resurfacing City Judge, Others Said It Was Messy, Unsafe posted September 26, 2008 "In response to public concern," Mayor Ron Littlefield has instructed the city Public Works Department to suspend the chip seal process of resurfacing area roads. The chip seal resurfacing process is an application of an asphalt mixture followed with an aggregate rock or gravel cover. The mayor's office said, "Chip seal has many positive objectives including providing skid resistance and a moisture barrier to prevent future deterioration. The chip seal process costs $19,000 per mile and has a life expectancy of 7-12 years. Alternatively, mill and overlay resurfacing cost $112,000 per mile and has a life expectancy of 10-15 years. “Chip seal resurfacing is a reliable method for paving or resurfacing streets. Because all resurfacing requires asphalt, a petroleum product, and considering the drastic price increases we are currently facing, chip seal is a responsible use of taxpayer dollars.

chip seal is a responsible use of taxpayer dollars. In a developed, incorporated mid-sized city? On a side note....... climbing out on a limb here The budget next year will have more than a few up in arms. Largest tax increase on both the city and county side.

Increased costs means increased need for money. Naturally, the gov't looks to us to provide that cash. Sadly, none of us can afford it.

I drove down Norcross today, What a mess!! The homeowners on either side should be furious about the gravel encroachment. The road is noisy, and looks like rural Georgia. What a bunch o' frappin idiots. What could be next?
