It's autographed, but I think the autograph is a copy, not an original. (I can't find my loupe, and my magnifying glass has disappeared.) It's free. You only have to pay the shipping. Unfortunately, it's too big for the flat rate box, so it will be slightly more than 3 pounds shipping from 99603. If you don't want the frame or the matting, it will fit in a flat rate envelope, though. ETA: I'm a dummy and forgot the photo:

it should be pretty clear whether or not the picture is "autographed" by The Saint himself or "autographed" by some fat slob who can fake The Saint's signature
so whether or not it's authentic is definitely questionable,... but whether or not it's an actual signature or a "copy" should be obvious
