SWAT Standoff Underway in Chattanooga
February 11, 2009 - 5:31 AM Sarah Jennings Right now Chattanooga Police SWAT members are on the scene of an apparent standoff where a man has holed himself, and possibly two others, inside a home. Around 5:30 last night officers were called to a home off Dodd's Avenue, where a male suspect is described as pistol whipping a female. Around 11:30 p.m. Tuesday, after officers still couldn't successfully answer a domestic violence call, they returned with a warrant. We're told the unidentified suspect was not at the home at that time. Then police tell NewsChannel 9 that officers returned around 1:30 a.m. today and the man was there, but refused to come out of the residence. Officers then issued a SWAT call. NewsChannel 9 has been on the scene since early this morning, working to gather details. Police tell our crew the suspect may also have a female and child inside the barricaded home. So, far SWAT officers remain inside the perimeter, strategizing their next move, hoping to end the situation peacefully.

A SWAT call at 2713 12th Avenue ended peacefully after police were able to talk all parties out of the home. Chattanooga Police responded to the residence yesterday on a call of an aggravated assault. The victim, Kanisha Dunnigan told police that Ellis Roberson assaulted her around 3 PM on 2/10/09. Dunnigan stated that the incident happened after she and Roberson argued and that he struck her with an open hand. She further advised that he then threw her to the ground, kicked her, and struck her with an umbrella.
Police observed a broken umbrella and bruises on the victim consistent with an altercation. Police tried to locate Roberson at the time of the report but were unsuccessful. The reporting officer then obtained warrants against Roberson for aggravated assault. Later in the evening, police were again called to the residence stating that Roberson had returned however, upon police arrival, he was gone. At 1 AM, an officer who was on patrol in the area was alerted by a reporting party that Roberson had returned again and was holding Dunnigan and her 7-year-old son against their will.
Police made contact with a party in the home and confirmed that Roberson was in fact at the residence. While trying to establish how many people were in the home, a witness, Jacqueline Mason came out of the home and advised police that Ellis was in the home and refusing to allow Dunnigan to leave. Mason also confirmed threats that Roberson allegedly made against Dunnigan earlier in the evening.
Members of the SWAT Team took positions around the home to make contact with Roberson around 6:15 AM. Negotiators were able to call Roberson and negotiate a peaceful surrender. He and three others, including Dunnigan and her son, came out of the home without incident. Roberson was taken into custody and arrested on the outstanding warrant for domestic aggravated assault. Investigators with the domestic violence unit will follow up on the case to see if additional charges will be assessed.
