Anyone think Chattanooga's homeless population is substantially non-native?

For my experience working downtown, about 3/4 of the homeless people I met were from out of town. The native homeless were of the near-psychotic variety, such as "James" the turban-wrapped fellow that threatened to kill me on a daily basis, and "Clarence" the guy that smelt so bad he would drive customers out of the store. The homeless from out of town were generally nice, kind folk who would barter for things they needed or work for cash if necessary. I don't know how this adds or subtracts from this discussion, but there's my experience.

In regard to personal experience of local homeless, Cerebus offered: "Clarence" the guy that smelt so bad he would drive customers out of the store. Ah. "Stinky," as we called him at St. Paul's downtown. He would show up for the early service each Sunday, sitting quietly in the back. Waiting for the coffee hour where he might score not only free coffee, but maybe breakfast. Other than his personal fragrance, never bothered anybody. I saw him this past week, walking down Fourth Street in his many layers of clothing. I haven't seen him at church lately. Probably mad about the Episcopal bishop thing in New Hampshire. Back to topic, I am always gratified to see the fresh evidence of the milk (no pun intended, Cerebus) of human kindness running like a river through the Kordaxian heart.

Yes, we have homeless people who, with a one-way ticket elsewhere wouldn't be here -- it's a worthy, enlightened, selfless & compassionate policy -- we need to look to the Gainesville "model" for guidance & direction ....

Bus tickets for 430, assuming they want to leave (based on an estimate of 1,000 Gainesville homeless).
Why would anyone ever want to leave Chattanooga, though?
