What requirements are there for selling a handgun person to person in either Tn. or Ga. ? I do know you can not sell to someone who was/is a felon, drug addict or mentally dysfunctional.
Thanks in advance for any responses.

if it is an out of state sale you are supposed to do a transfer at a gun store in the state of the purchaser. If it is an instate all you need is their valid ID. Either way it is always good to do a transfer through a gun store that covers everything. they will do a background check to verify purchaser.

Is that a legal requirement, a valid ID and background check ?

face to face sale of a legal handgun to a legal buyer that lives in your state does not require any paperwork or transfer through a firearms dealer. a handgun cannot be sold across state lines without having a transfer done through a firearms dealer, usually done for $25-$35 payable to the dealer.
if you are iffy, about the buyer, don't sell it. If you want a record, do up a bill of sale with the persons name & drivers license number. the buyer must be legally able to purchase a handgun, 21yrs old, no felonies, not mentally deficient, etc., etc..
no, you don't have to see the buyer's ID.
