1 C. butter 2 C. granulated sugar 1/2 C. powdered sugar 4 T. flour 2 C. flour 2 lemons 4 eggs
First make a crust. Cream butter and powdered sugar together. Add 2 C. flour. Mix until it crumbs. Pat in 15 1/2 x 10 1/2-inch pan. Bake 15 minutes at 350°F.
Now make the filling. Slightly beat eggs. Add sugar, 4 T. flour, grated lemon rinds and juice of lemons. Mix and pour over hot crust. Bake 20 minutes at 350° F. Cool and dust with powdered sugar on top.

Can you substitute oranges for the lemons?

I haven't but I'm sure you could. I don't think they will be as good as with the lemons, though. Oranges have a lot of flavor but lack the tartness I would think would be needed to overcome the sweetness of the sugar.
