Chattanooga's continued argument that the city's beer board can revoke a downtown nightclub's beer sales permit found no reprieve from a local judge. On Monday, Chancellor Jeffrey Atherton stood by his original Jan. 23 ruling that the beer board did not have the authority to revoke Midtown Music Hall's beer permit because state law requires at least two violations within 12 months of each other. City Attorney Ken Fritz argued that the two-violation requirement applied to "responsible vendors" a separate category of beer permit holders created with a 2006 Tennessee Legislature act. Parents, educators, and students from all over the Tennessee Valley will gather next month to continue working toward solutions to the high-profile problem of bullying at local schools. WRCB, in partnership with the Times Free Press and WTCI-PBS, will broadcast a town hall meeting on May 19 at 7:00 p.m. called "The Bully Battle: A Town Hall Meeting." More than 100 community members will gather for the discussion moderated by WRCB's David Carroll and Cindy Sexton. Included on the panel will be David and Tina Long from Chatsworth, Georgia. The Longs are featured in the new film, "Bully", after their son Tyler committed suicide following years of bullying. Facebook is spending $1 billion to buy the photo-sharing company Instagram in the social network's largest acquisition ever. On the surface, that's a huge sum for a tiny startup that has a handful of employees and no way to make money. But the lack of a business model rarely dampens excitement about hot tech upshots these days. As Facebook has shown, itself without ads or revenue in its early days, money goes where the users are. Instagram lets people share photos they snap with their mobile devices. The app has filters that can make photos look as if they've been taken in the 1970s or on Polaroid cameras. It's a happy Easter in the land of milk and money. Dairy executive Scottie Mayfield said he raised $450,648 in the first seven weeks of his inaugural run for office, setting a quarterly fundraising record in Tennessee's 3rd Congressional District and positioning himself as a serious challenger to U.S. Rep. Chuck Fleischmann, R-Tenn. The president of Mayfield Dairy shattered the previous three-month record -- $321,230 -- on an abbreviated time frame. Mayfield's congressional campaign began Feb. 3, 34 days after the fundraising quarter started on New Year's Day. In two months, he raised an average of $64,000 per week. "Next quarter, I've got an extra month," Mayfield said in a phone interview. "I'm trying to raise money, but I'm also trying to raise votes. It is a landmark both visitors and locals are used to seeing on the Chattanooga riverfront, the historical Delta Queen steamboat. After news surfaced this week the boat might be relocated out of state, the boat operators want to clear the air on its future. Earlier this week a couple out of Florida wrote a letter of intent saying they want to purchase the Delta Queen and move it south. Boat operators say, as of right now, the Delta Queen is staying put. Sign after sign appeared on the walls of The Johnson Group building on Market Street last weekend. Gang graffiti was spray-painted in black on the white walls. "Once they start tagging your building, they continue it and it takes hours to get off," said Sandy Allison, owner of the building. "We've been hit a few times. Never like that, though." Tennessee is among a few other states that have enacted or are proposing legislation that aims to push parents to get more involved in the children's school performance. One bill advancing in the Legislature would encourage school districts to develop a parental involvement contract, while another proposes what are commonly referred to as parent report cards. According to the National Conference of State Legislatures, the contract legislation is similar to a proposal passed in Michigan in 2001, and Louisiana is currently considering legislation to grade parent participation. Tennessee Gov. A scary Easter morning for a Chattanooga man who came face to face with a group of intruders in his home. The home invasion happened about 10:45 a.m. Sunday on Stuart Street. Not only was it broad daylight, but it was as church goers were crowding into Abundant Life Church of God in Christ just a few feet away. The neighborhood says this is a wake up call that Chattanooga's crime problem is spreading. "They bust my windows out and they came in and opened my door and they didn't know nobody was there," Kignon Crowder said. Bubba Watson saved par from the pine straw and won the Masters on the second hole of a playoff over Louis Oosthuizen. Trapped among the trees 155 yards from the hole and not able to see the green, the left-hander hit a huge hook Sunday and landed the ball safely on the 10th green. He two-putted for par and because Oosthuizen couldn't get up and down from the front of the green, Watson had captured his first major. Watson birdied Nos. 13 through 16 to rally from as many as four shots off the lead. To some, the term indicates membership in a trendy, intelligent and creative counter-culture that is fascinated with irony, repopularizing outmoded fashions and art outside the mainstream. To others, hipster is more negatively defined as an obsession with appearing cool and nonconformist while simultaneously sharing their peers' taste in fashion and the arts. The Scenic City is set to host one of the most famous supergroups to emerge from the 1960s rock scene. Crosby, Stills and Nash will play at Memorial Auditorium on Tuesday July 10 as part of their 2012 Summer tour. Tickets will go on sale Friday April 6. David Crosby, Stephen Stills and Graham Nash first formed in 1969. Occasional band mate Neil Young, who joined the group a few years later, will apparently not be a part of the summer tour or the Chattanooga show. In various incarnations, the group has scored major hits with "Suite: Judy Blue Eyes," "Woodstock," "Ohio," "Southern Cross" and "Just A Song Before I Go." Georgia has joined other states in passing a law aimed at collecting billions in lost sales tax revenue from online retailers - a fee state shoppers should already be paying, but often aren't. The Legislature passed the measure as part of a comprehensive overhaul of the state's tax code. The bill now awaits Gov. Nathan Deal's signature. While supporters hail the proposal as one that will level the playing field between virtual and real stores, critics say such laws could have a chilling effect and may not result in the windfalls predicted by states going after the money. Hunters who want a chance to bag an elk in Tennessee can put in an application starting this weekend to get their name in a lottery for a permit. Four names will be chosen in a computer drawing for 1 of 5 permits for elk hunting in Tennessee, The Tennessean reports (http://tnne.ws/H5YndT ). The fifth permit will be auctioned off by the Tennessee Wildlife Resources Foundation. Applications will be taken by the Tennessee Wildlife Resources Agency between April 1 and May 31. Chattanooga's growing gang problem takes center stage Saturday in a meeting that brought state and local leaders together with community members asking when action will be taken. We've heard a lot of talk recently about how to battle the gang problem. Saturday State Representative Tommie Brown invited anyone concerned to Howard school for a "Gang Intervention" to make a plan to start actually doing. "Just what are the plans to get some of the violence to stop and what can we do in our community to help?" Minnie Darden said. hattanooga Police responded to a shooting at 909 Dodson Avenue Saturday afternoon around 2:47p.m. to discover that both the suspect and victim had left the scene. Witnesses stated that 26 year-old Quinneshia Patterson had possibly shot another female in the shoulder. The victim's identity is unknown at this time. When the top three Republicans in the Statehouse coalesced behind a plan to cement Tennessee's current selection process for Supreme Court justices into the state constitution, there seemed to be a smooth path ahead for getting the measure before voters in 2014. Two months later, their proposal has made little progress as some Republican lawmakers have embraced a rival proposal, while others want to allow contested elections to take place. A proposal is advancing in the Legislature to impose a federal-style system of having the governor make nominations to the high court's bench, and then giving lawmakers the power to confirm or reject them. Two suspects believed to have committed an armed robbery at the Clearwater Market at Hwy 307 and County Road 172 were apprehended Sunday by the quick response of McMinn and Meigs County Sheriff's Deputies. According to McMinn County Sheriff Joe Guy, the armed robbery occurred just after 1230 PM Sunday, April 1. According to reports, Charles Heddon, of Athens, and Jon Lemons, of Englewood, entered the market with their faces covered in cloth, armed with a knife and a small baseball bat. The suspects threatened the clerk, and took a large amount of cash from the register before fleeing the store in a white Ford Mustang. "Several good things happened to help solve this case," said Sheriff Guy. "K-9 Deputy Randy Gabrel was on patrol and had observed the white Mustang in the store parking lot, and was still nearby when the robbery was reported. A witness also spotted the vehicle, and the entire robbery was caught on the store video system." The City of Chattanooga Traffic Engineering Division has announced a new traffic pattern at the Shallowford Road and Jenkins Road roundabout construction site, beginning Monday morning, April 2. Jenkins Road will be closed to through traffic between Shallowford Road and Pinewood Drive. Southbound Jenkins Road will be detoured westbound on Pinewood Drive, and southbound on Gunbarrel Road to Shallowford Road. A carjacking in Chattanooga and a purse snatching in Bradley County lands two people behind bars. It all ended with a chase and a crash at a Cleveland business Saturday afternoon. Two men allegedly stole a car in Chattanooga. They made their way to Cleveland where they stole a purse out of a woman's car while she was sitting at a red light. Police chased the men down, when they crashed the stolen car into the side of a Cleveland pub. "Oh Lord, we just jumped out and runned to check on Jimbo. Some residents in Alton Park are speaking out about plans to build more subsidized apartments in the community. They say there needs to be more communication between homeowners and the Chattanooga Housing Authority. The Villages at Alton Park is a mixed-income development built in 2005. Several people who own homes in the community say they were not notified about plans to build more apartments. With some public housing closing in the city, they are concerned about what the future holds for not only their home value, but also their safety. The future of a troubled Volunteer football player is once again up in the air. Da'Rick Rogers did not practice with the team Thursday morning. Coach Derek Dooley says it is an internal matter that Rogers has to take care of. Once it is taken care of, Dooley says Rogers could be back with the team as early as this afternoon. But it's a post by Rogers on twitter Wednesday night that's causing further question. A Chattanooga City councilman has set his sights on Nashville. Thursday, Andrae McGary announced he is running in the August Democratic primary for the District 10 senate seat, currently held by Democratic Senator Andy Berke. Berke said in February he would not be seeking re-election after the lines of District 10 were moved to include much of Bradley County, which is largely Republican. He is reportedly exploring a race for Mayor of Chattanooga in 2013. The Mega Millions jackpot is now the largest in U.S. lottery history. Georgia Lottery officials say the jackpot reached $500 million on Wednesday. It has rolled 18 times since Marcia Adams of College Park won $72 million in the Jan. 24 drawing. A winner could get $19.2 million a year for 26 years or a single payment worth $359 million. Georgia has distracted driving laws on the books, but Dalton Police say it's still a big problem. They say the areas were they see the most crashes, also have a higher number of drivers using their cell phone. The numbers are high, but the Dalton Police Department says they're not that shocking. They've seen a big increase in cell phone related crashes in the past year. Proctor and Gamble has announced that they will be expanding the Duracell plant in Cleveland. The $36 million expansion is expected to bring 60 new jobs to the Cleveland facility. Once the expansion is complete, the Cleveland plant will be the sole producer of size C and D batteries and will ship them across the world. Bluegrass legend and banjo pioneer Earl Scruggs, who helped profoundly change country music with Bill Monroe and later with guitarist Lester Flatt, has died. He was 88. Scruggs' son Gary said his father passed away Wednesday morning at a Nashville, Tenn., hospital.
