A friend found an old 8mm movie, borrowed a projector, and it's in good condition. Know anybody in the Chattanooga area who can transfer it to DVD?

Walgreen's did it for me. Of course, that was about 9 years ago.

If you can't find any better way to do it, project the image onto an appropriate surface and use a video camera arrangement to record the image on the surface. Then figure out a way to go from the video camera output or media to DVD. It worked for me and was as good as a commercial deal I'd found way back when.

There IS a company in the Chattanooga area that advertises this exact service om WDSI-TV every once in a while. The name escapes me, though.
