'street' music in Chattanooga ?!

Was wondering if anyone knows the City ordinance/s regarding Street Music in Chatt.? I looked online to no avail...
I saw a guitarist (Boots ?), in front of the ice-cream place on Broad St. so I guess it's 'allowed'?!
I want to get back into a band when I move down there, but I love busking/playing on the street! No night-club crap-ola et al...
I play drums & percussion(beginning mallet percussionist & bassist too)...I don't really like drum circles(ugh!) but wish to hook up with somebody in Chatt. besides the 'typical' guitarist/singer types that usually play on the street.
