Not everyone that lives in public housing is a thug. Not all thugs live in public housing. But there are a lot of thugs in public housing.
Its a funny thing, though. If you don't put people in prison for certain things, or don't put them in for very long, then a lot of people do those things. If you do put people in prison for those things, you don't fill up the prisons, except in the short term. In the long term, fewer people do those things, so you get less crime AND less people in prison. That brief surge at the beginning is the price you pay for being lax for too long in the first place.

Hud housing is a joke. No accoutability at all. Program needs re-tooled. If were not going to put people in prision for breaking the law because of costs, why bother having laws.
