Who to believe? Where to live in Chattanooga?

My younger brother is starting a job at the Aquarium and moving to Chattanooga soon. We are in search for a studio or a 1 bedroom apartment for him. He has a budget total of $750 including all the utilities.

As far as I can see on line there are a lot of Apartment complexes out there run by the property managers. Most of them look OK outside but when I read the reviews from the tenants staying or stayed in the past looks like not only most of these these apartments are in good condition but also they are not clean and the service they provide kind of sucks.

So if you know a little bit about these apartments and share your thoughts with me I would really appreciate.

I don't want my brother to be upset and frustrated at one point like some other unfortunate tenants out there.

What part of town will he be working?
What kind of budget does he have?

Try to find a place that's just been rehabbed from being a meth lab; that way you're getting all new sheetrock, ceilings, and carpeting, and you know all the roaches are dead.
