I don't know much other than all the things he has been "for" have put money in his pocket. (no proof from me, but research has been done by others)

There has always been a resistance to new businesses in that area. most of that was from residents in the area, though. I remember a big uproar when the Kmart moved. but I don't think I've heard of any resistance since the twisters several years ago.
Where is the new Ihop going?

The ordinance was on behalf of the traffic. Only medical is what I heard but I'm not sure the medical significance of earth fair, opened since. and the church on shallowford was turned down when they tried to change the zoning but a few months later HH Greg went up.
An IHop would be cool, since we can't afford most of the restaurants in the area.

I do not see how this "new" IHOP will change and thing. It is being put up across the street from where it has been for many years. If anything it would be better. More parking and a lite that can control flow of traffic.

Begin? That area has been overdeveloped for years. Had the city had the foresight to improve the current roads and build new ones in this area they wouldn't be in the position of fighting off development that can bring in more jobs and more tax revenue. For as long as I can remember the excuse for not encouraging the growth of business in the Chattanooga area was that Chattanooga didn't want to become another Atlanta. Well, I now live in Atlanta and the only problems it has are a lack of planning for growth, traffic congestion, gang problems and an antiquated sewer system. Too late, Chattanooga, you are another Atlanta, just not as big.

Benson mentions in one of those articles that "We don't want to cause a problem for the mall"
I bet if CBL wanted to build an IHop it would be ok...
