Has been since integration with the mass exodus of white students to private (religious) schools. I believe currently that ca. 25% of local kids are enrolled in private schools. I think this is down from the high (30%?), but seems largely due to economics

And yet, public schools continue their same course of not educating kids.

Gee, I had nothing to say about billboards OR lotteries. Sorry Mookey. Eat more bananas. I'm just saying the local school system is rife with racism and that elected board members do what they can to benefit only their own constituents.

I don't see a problem with private schools and I don't see anything particularly virtuous about public schools.

The private schools in this town are highly competitive. They all feel the economic slump too.

Makes one wonder why so many private minority schools ignore the modern teaching theories and produce very successful students while the public school system produces failures among the same demographic, doesn't it?

The most apparent difference, I hypothesize, is that kids are sent to private schools by parents WHO CARE about their kids.

And can AFFORD private fees. Or do you mean the poor don't care?

And can AFFORD private fees. Or do you mean the poor don't care? Yes, can afford, but also yes, I believe, rightly or wrongly, that SOME of the poor people do not care enough about their kids to involve themselves in their kids' educations. In other words, those people who can afford private school apparently care enough to spend the money, and I presume that means they care enough to make sure their kids earn their keep by doing well in school. There's a broad spectrum here. There are those parents who send their kids to public schools but still care enough to be involved in their kids' educations. I have the feeling I'm only stating the obvious. To me, the issue of a kid's education revolves mostly though not exclusively around whether or not the parents care enough to be involved.

may merely want to have their kids avoid cantact with "others"; it's NOT per se, an indication of valuing education. And given the intellectually limited proclivities of many, paying for indoctrination is not the same sort of concern I believe you refere to. And "caring enough to be involved" begs all sorts of questions re: cost and availability. Do families in West End not care about their children's nutrition because they can barely afford to schlep 1 1/2 mi to a grocery store?

Yes.
And now, back to our regularly scheduled topic, Billboard ads.

Whatever... They charge enough so they can rent all the billboards they care to pay for. It is like any other ad, if it bothers you so much, don't patronize their businesses.
It is their money to spend. It isn't anything amoral like spending tax dollars that should go toward education on stupid sh1t like football.
