TENNESSEE DEPARTMENT OF HUMAN SERVICES - Division of Rehabilitation Services (DRS)

POSITION: Director of Vocational Rehabilitation Services
LOCATION: Nashville, Tennessee
DUTIES & RESPONSIBILITIES: The position of Director of Vocational Rehabilitation Services provides day to day administrative responsibilities in the operation of the statewide vocational rehabilitation program for the Tennessee Department of Human Services and reports to the DRS Assistant Commissioner of the Department of Human Services. The incumbent will have responsibility for the leadership of 642 employees and the effective stewardship of an annual budget of approximately $69 million in state and federal funds administered through vocational rehabilitation services. DRS provide services to eligible individuals with physical and/or mental impairments that enable an individual to achieve an employment goal and/or enhance their independence. Responsibilities include developing, implementing and monitoring strategic plans- including the goals and objectives that support program effectiveness. The position requires travel and public presentations.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge of: federal and state laws and regulations governing vocational rehabilitation services

Skills to:

+communicate effectively with personnel within the organization; internal executives, and stakeholders
+use a personal computer for communication with employees and stakeholders, to analyze program performance, and to develop effective and informative presentations.

Ability to:

+lead, motivate and support a diverse workforce covering a large geographic state
+assess information and to make recommendations on policies, organizational goals, expenditure of funds and organizational development
+develop a plan to effectively and efficiently serve individuals determined to be eligible for vocational rehabilitation services
+identify, generate, and budget the resources necessary to accomplish the goals of the plan
+assess the plan’s effectiveness

MINIMUM QUALIFICATIONS: To be considered minimally qualified, applicants should meet the following:
· Bachelors Degree
· At least 5 years in a program that serves individuals with disabilities.
· 5 years executive level leadership experience including program, fiscal and administrative functions.

PREFERRED QUALIFICATIONS: Preference may be given to applicants who, in addition to the above minimum qualifications, also possess one or more of the following:
· Masters Degree
· Management of professionals in a public sector vocational rehabilitation program (state or federal), with a full and wide-ranging knowledge of related statutes, rules and regulations
· Demonstrated ability to provide collaborative leadership and partnership with a wide variety of stakeholders
· Certified Rehabilitation Counselor (CRC)

Project Coordinator - Tennessee Autism Plan for the Tennessee Disability Coalition

Position Description - Responsibilities and Requirements:

Title: Project Coordinator, Tennessee Autism Plan
Status: Full-time / Exempt
Salary: $42-$45,000 DOE
Reports to: Project Director

Job Function: Coordinate a planning process that brings together the Autism Summit Team, Planning Council and other stakeholders to develop a comprehensive, coordinated system of health care and related services for TN children and youth with autism spectrum disorder.

Minimum qualifications: Individual must have working knowledge through training and/or experience of health care and related service systems for children with chronic illnesses or disabilities, particularly children and youth with ASD, as well as working knowledge of, and relationships in, the service system.

Individual must be highly collaborative, have strong interpersonal and team building skills; demonstrated organizational and writing skills; proficiency with computer software (Microsoft); must be able to travel (mostly in-state).

Individual must have a baccalaureate degree or equivalent experience; an advanced degree is preferred.

Responsibilities:
+Project administration, including data entry and collation, management of grant goals and objectives, preparation and submission of reports on activities as required by the Project Director
+Serve as facilitator and liaison to the Planning Council and Summit team
+Coordinate summative and formative evaluation activities

Functional duties:

-Plan and coordinate project planning council activities and communications
-Coordinate Summit team activities with Summit team leaders
-Lead evaluation efforts with council and team
-Support family involvement in statewide project activities
-Coordinate development and dissemination of materials and tools (in cooperation with Title V and project partners)
-Work collaboratively with Project Director and partners to implement project objectives
-Gather and organize, health care and related information; participate in community resource mapping
-Plan and carry out outreach activities to local, regional agencies and groups to build collaborative relationships with emphasis on identifying and serving under-served, under-represented families
-Contribute articles and information for inclusion in the project materials
Represent the project and participate at local, regional conferences, workshops, and meetings affecting children and youth with Autism Spectrum Disorders, as appropriate
