Shooting at Roanoke and Wilson is very minor. No one was transported and patrol officers are talking to three subjects. I cannot confirm any arrests have been made.

CPD is on the scene of a minor shooting at Roanoke and Wilson St. It does not appear life threatening and officers report minor injuries.
The suspects left in a white 4 door vehicle. As more details are available I will get them out.

Chattanooga Police Department with the support of numerous law enforcement agencies, and support agencies initiated a Crime Suppression Operation in Sector 2 area of Chattanooga . Assisting in this effort was the Patrol Division, Special Ops, Special Investigations, Major Crimes, SWAT, Traffic Division, CPD Bike Patrol, Hamilton County Sheriffs Department, TN Highway Patrol, Secret Service, DEA, USM, ATF, and Chattanooga Fire Department Fire Marshalls, Civil Code Enforcement, Immigration Customs Enforcement (ICE), Housing Authority Police, Neighborhood Services, Hamilton County Rescue Services, National Guard, National Poster Inc. Chattanooga Police Department Citizens Police Academy and the Fraternal Order of Police.
This was a very successful operation and I have included the ending results of the efforts of these agencies and the men and women involved in making this happen.
137 Arrests 64 Warrants 370 Moving Violations 26 parking violations 128 Field Interviews 1 recovered stolen vehicle value $15,000 8 stolen articles recovered $2500 1 seized vehicle valued $10,000 Drugs seized $675 Monies seized $675 10 Firearms seized 18 properties were inspected for housing code violations, 5 eviction requests were submitted CFD / CPD inspected 24 bars for regulatory / fire code violations and found 129 in those 24 bars
Deputy Chief Mark Rawlston states this again was a very successful operation for the citizens’ of the area and all of the law enforcement and support agencies involved. This will be a continued effort of law enforcement on a monthly basis. Chief Rawlston said he could absolutely not be prouder of the officers and the agents involved in this operation, to see officer’s working together who have worked together in the past and get reacquainted with each other, the hand shakes and thanks of a job well done and cooperative efforts was something to see, and this will continue to bring these officers together for this and other operations.
The Chattanooga Police Department would like to express their gratitude for support of the community and the support agencies involved in this operation.

Chattanooga Police Department and other assisting agencies have just wrapped up the first 8 hours of Crime Suppression in Sector 2, the totals we have for the first 8 hours are:
88 arrests, 58 warrants, 200 moving citations, 26 parking citations, 84 Field Interviews, 1 stolen vehicle recovery 8 stolen tags recovered, $370 dollars in narcotics recovery, $15,000 dollars in property, $3020 in cash seized, 9 guns taken off the street
This operation will continue into the early morning hours, a total of all arrest and other stats will be sent in the morning with a complete release of cooperating agencies listed.

At 1:00 pm today the Chattanooga Police Department initiated the second Crime Suppression operation in the Sector 2 area of Chattanooga . These areas consist of Highland Park , East Chattanooga, East Lake and Rossville Blvd.
Manpower will be obtained from Patrol Division, Special Ops, Special Investigations, Major Crimes, SWAT, Traffic Division, CPD Bike Patrol, Hamilton County Sheriffs Department , TN Highway Patrol, Secret Service, DEA, USM, ATF, FBI Task Force, and Chattanooga Fire Department, Civil Code Enforcement, Immigration Customs Enforcement.
The areas to be targeted have been locations where numerous crimes have occurred that included robberies, prostitution, narcotics violations, thefts, assault and murders.
Law Enforcement Officers will be targeting subjects who have displayed a propensity to continue criminal activity.
This operation will enable Law Enforcement Officer’s from numerous divisions, units and teams to work together and reduce crime and arrest these individuals who would other wise avoid arrest and prosecution for the crimes they commit.
As the last time, heightened enforcement of all illegal activities will be conducted to in traffic enforcement, illegal narcotics activities, prostitution, gang involvement suppression and apprehension of fugitives.
Our first Crime Suppression Operation was conducted on 03/29/07 in the Sector 3 and was very successful.

Chattanooga Police Homicide Detectives state April 26th around 3:10 am, patrol officers were called to the Hamilton Inn at 2717 Rossville Blvd. and shots fired. Upon their arrival they found Randall Brady 30, of 1716 Mitchell Ave with a gunshot wound to the back, they also found Elberth Colvin on the parking lot suffering from a laceration to the head and face.
Witness’s state Elbert Colvin went to Brady’s to check on his girlfriend and a fight broke out, during the Colvin was stabbed and Brady was shot.
Both subjects are at Erlanger being treated fro their injuries and are in critical but stable condition.
Warrants have been obtained for Elberth Colvin for Especially Aggravated Burglary, Aggravated Assault and Attempted First Degree Murder. The investigation is still ongoing.

CPD homicide investigators are on the scene of shooting and cutting at the Hamilton Inn at 2717 Rossville Blvd. We have learned a male subject came in search of his girlfriernd and found her in the room with another subject, a disorder led to a scuffle. One subject has suffered stab wounds and the other has sustianed gunshot wounds.
Both of these subjects have been transported to Erlanger and are in serious condition. The female was not injured. The investigation is continuing and I will release other details as they become available.

April 25
Chattanooga Police were called to a residence on a domestic disorder at 1100 Oak St. Upon their arrival they talked with a female who stated her boyfriend George Conley 48, of same address was upset and had made domestic threats against her. She stated he had a gun in the residence and had made threats to use the gun.
SWAT and HNT responded and after a brief standoff Mr. Conley surrendered to them without incident. Mr. Conley will be transported to the Hamilton County Jail where he will face domestic violence charges.
There are no injuries to report.

Chattanooga Police Homicide Investigators have made an arrest in last nights shooting at 2300 Wilson St . On 04/24/07 at approximately 9:15 pm police received a call of a shooting at 1141 Arlington Ave , upon their arrival the officer found Jarian Nelson 20 years of age of 1400 Wheeler Ave. had been shot at 2300 Wilson St .
The victim had been transported to Parkridge hospital by private citizen; Nelson had sustained wounds to the abdomen and right wrist. Because of the severity of his injuries, Nelson was then transported to Erlanger.
Police interviewed witnesses and learned the suspect left the scene in a red Ford Fusion. Investigators then learned the suspect was Maurice Lebron Manghane, 21 of 2507 Chamberlain Ave. Warrants were obtained against Manghane for Attempted Murder and Aggravated Assault.
Maurice Manghane later turned himself in to the police and was placed under arrest for those charges. The injuries to the victim do not appear to be life threatening. --- Sgt. Kim Noorbergen Chattanooga Police Department Police Information Officer

CPD is on the scene of a shooting at 1411 Arlinton Ave, the victim has sustained gunshot wounds to the arm and stomach. He is being taken to Erlanger.
At this time his injuries do not appear life threatening. Major Crimes will be. Responding to Erlnager and interviewing witnesses for suspect info, no one is in custody and I will release more as i get it.

Chattanooga Police Special Investigations Officers have arrested Edward “Ace” Williams and Randolph Scott Jennings for Parole Violations after their arrest at Club Coffee on April 20th, an additional charge of Especially Aggravated Sexual Exploitation of a Minor, which is a felony will also be placed against the two, as a result of their involvement of the 15 year old female working in Club Coffee.
Williams and Jennings are currently in Hamilton County Jail facing these charges, the investigation is still ongoing.

Chattanooga Police and Homicide Investigators are currently on the scene of shooting at 1702 Roberts Pl, police were called to shots fired and upon arrival they found a male on the porch an apparent victim of gun shot wounds. The victim is DOA The detectives are gathering suspect info at this time. I will advise further as it comes in.

Just after 11:00 pm last night Chattanooga Police were called to 3520 Highland Ave on a report of a shooting. Upon their arrival the officer’s found the victim Ervin Caudle 82 years of age of Water St. had been shot in the elbow and the bullet continued into his abdomen.
Mr. Caudle was transported to Erlanger where he was taken onto surgery and listed in stable condition.
Chattanooga Police are looking for a female suspect whose first name is Nisha, last name unknown.
There have been no arrest made in this incident and the investigation is pending.

Last night at around 1:30 am Chattanooga Police Officers responded to 7120 Lee Hwy and found a 16 year old Hispanic male lying deceased in the roadway. Witness’s state earlier that night they observed the victim and the suspects engaged in a heated argument, a short time later the victim was found bleeding lying in the roadway.
Chattanooga Police Homicide Investigators, Patrol Officers and Fugitive Officer’s began gathering information on the suspects and two subjects have been arrested.
Elisar Rodas, Hispanic male 31 years of age of 7120 Lee Hwy and Ubaldo Ayala Sanchez 36 years of age of the same address were located at 9007 Hixson Pike by Fugitive Investigators and are facing charges of 1st degree murder.

Chattanooga Police Traffic Investigators have identified the body that was found at Teppco on E. 39th St. yesterday.
Traffic Investigator Scott Taylor states Roy D. Bidwell 40 years of age of Soddy Daisy was in a hit and run accident at 400 E. 37th St. on Monday morning 03/26/07 around 8:30 am. Witnesses of the accident said they saw a 1985 blue Chevrolet Cavalier crash into to a pole, the driver a w/m with gray hair wearing a blue jacket fled the scene on foot running south on Jerome Ave. Investigators have identified Mr. Bidwell as the driver of this vehicle.
Police were called to 1139 E. 39th St yesterday at Teppco Industries when an employee stated he was showing the building and found Mr. Bidwell deceased, lying against the wall.
The cause of death has not been determined at this time and the investigation is ongoing.

CPD is currently investigating an undetermined death at 1139 E 39th St.
An employee of Teppco Inc was showing the building and the body of a W M lying up against the building. The cause of death is not known.

Just before midnight, 03/23/07 Chattanooga Police Traffic Investigators were called to another traffic fatality, this time involving a motor cycle.
According to Traffic Investigator Michael Ortel, Noah Snodgrass 71 of Rossville GA was traveling in the 4600 block of Access Rd. in Hixson when he lost control of his 2005 Harley Davidson motor cycle. The motor cycle left the pavement and struck the guardrail, Mr. Snodgrass was thrown from the motorcycle, he was pronounced dead on the scene by EMS .
Investigators stated alcohol was a contributing factor in the accident.

Chattanooga Police Traffic Investigators have arrested a 16 year old Chattanooga youth in connection with the fatal traffic accident involving Harold Timmis on March 23rd, at 800 Barton Ave. The day of the accident, witnesses stated they observed the yellow Ford Mustang driven by Timmis and a blue Ford Probe drag racing, the two vehicles’ rounded a curve and the Mustang lost control and crashed into an on coming Toyota 4 Runner driven by Andrew Chestnut of Chattanooga . The Ford Probe continued traveling south on Barton Ave.
During the investigation, traffic investigators utilized the new Laser Craft camera speed system to obtain evidence that was needed to lead to this arrest. These are speed detection cameras in static positions, some of which are placed at the S curves in the 3000 block of Hixson Pike. The investigators used the system to identify the Ford Probe and the Ford Mustang drag racing thru the S curves shortly before the crash.
With the cooperation of his parents, the juvenile driver of the Ford Probe has turned himself into the Hamilton County Juvenile Detention Center where he has been charged with Vehicular Homicide and other related charges.

Chattanooga Police Traffic Investigators have identified the victim of today’s fatality at 800 Barton Ave.
Harold Timmis, 41 of 6225 Dayton Blvd. was driving a 1999 Ford Mustang south on Barton Ave and was traveling to fast to negotiate the curve at Dugdale St. Timmis lost control of the vehicle, crossed over into the north bound lane traffic and struck a 1998 Toyota 4 Runner driven by Andrew Chestnut of Scenic Hwy. a passenger in the Ford Mustang, Shawn Gibson was transported to Erlanger with minor injuries. Brindley Mitchell was a passenger in the 4 runner was transported to Erlanger Hospital for minor injuries.
Speed appears to be a contributing factor in the accident.
This is the 7th traffic fatality of the year.

Chattanooga Police Traffic Investigators are currently working a traffic fatality at the intersection of Barton Ave and Dugdale St . in north Chattanooga . Upon arrival investigators talked with witnesses who stated a yellow Ford Mustang was traveling at a high rate of speed south on Barton Ave, the vehicle went out of control around a curve, crossed the double yellow line and struck a Toyota four runner traveling north on Barton Ave.
The driver of the Ford Mustang was pronounced dead on the scene, the passenger in the Mustang was transported to Erlanger hospital with what appears to be non life threatening injuries.
The driver and passenger of the Toyota four runner were taken to Erlanger Hospital and also being treated for non life threatening injuries. Investigators stated the driver of the Toyota had just received his driver’s license three hours prior to this accident.
The names are not being released at this time, pending notification of family.
The investigation is continuing and as other details come in they will be released.
This is the city’s 7th traffic fatality of the year.

According to Lon Eilders, Chattanooga Police Department’s Accreditation Manager, on Saturday, March 17, 2007 in Greensboro, North Carolina the Chattanooga Police Department was awarded national accreditation for the third time by the Commission on Accreditation for Law Enforcement Agencies, (CALEA) Inc.
The accreditation program is a voluntary project which currently involves more than seven hundred police agencies in the United States , Canada , Mexico , and Barbados . Participant agencies work to meet a series of 446 nationally established best practices for law enforcement.
The process requires periodic reviews of all department policy and procedures, reviews and analysis of critical issues, an on-site visit by CALEA assessors and a hearing before a panel of commissioners.
Deputy Chief Mark Rawlston, appearing on behalf of Chief of Police Freeman Cooper, and accreditation staff members underwent questioning by CALEA commissioners at the Joseph S. Koury Convention Center in Greensboro on Saturday morning.
The final award of reaccreditation took place at a banquet Saturday evening which was hosted by the Greensboro Police Department. The reaccreditation of the Chattanooga Police Department is for a period of three years.

Chattanooga Police Major Crimes Investigators have located and arrested two subjects wanted in last night shooting on Central Ave.
Jerome Gladden and Jessie Gladden have both been arrested and been charged with Conspiracy to Commit Murder and Attempted Murder, their currently enroot to the Hamilton County Jail.

Chattanooga Police Major Crimes Investigators have released the name of the victim in last nights shooting at 4121 Central Ave.
Robert Blocker 26 suffered a gunshot wound to the upper left chest area. He was transported to Erlanger Hospital where he underwent surgery and is listed in stable condition. Witnesses advised the suspects, Tony McReynolds 24, Darrius Sneed 24, Jerome Gladden 25 and Jessie Gladden 24, came to the Central Ave address and started a disorder, they left and returned a short time later and started shooting, the victim returned fire.
The suspects fled in a Chevrolet Caprice, several hours later the abandoned suspect vehicle was located by police on Roanoke Ave.

WASHINGTON - Telephone companies have cut off FBI wiretaps used to eavesdrop on suspected criminals because of the bureau's repeated failures to pay phone bills on time. A Justice Department audit released Thursday blamed the lost connections on the FBI's lax oversight of money used in undercover investigations. In one office alone, unpaid costs for wiretaps from one phone company totaled $66,000. In at least one case, a wiretap used in a Foreign Intelligence Surveillance Act investigation "was halted due to untimely payment," the audit found. FISA wiretaps are used in the government's most sensitive and secretive criminal and intelligence investigations, and allow eavesdropping on suspected terrorists or spies. "We also found that late payments have resulted in telecommunications carriers actually disconnecting phone lines established to deliver surveillance results to the FBI, resulting in lost evidence," according to the audit by Inspector General Glenn A. WELLINGTON, New Zealand - Sir Edmund Hillary, the first person to stand atop the world's highest mountain, was remembered Friday as a deeply driven but unassuming man who strived to help the people of Nepal in the decades after his ascent of Mount Everest. Hillary, who died Friday of a heart attack at 88, will have a state funeral in New Zealand, where he began the mountaineering career that took him and Sherpa Tenzing Norgay to the tallest point on earth, a spokesman for his family said. He is survived by his children Peter and Sarah and wife June, who said Friday that her family was comforted by the messages of support from around the world. WASHINGTON - Americans born after Dec. 1, 1964, will have to get more secure driver's licenses in the next six years under ambitious post-9/11 security rules to be unveiled Friday by federal officials. The Homeland Security Department has spent years crafting the final regulations for the REAL ID Act, a law designed to make it harder for terrorists, illegal immigrants and con artists to get government-issued identification. The effort once envisioned to take effect in 2008 has been pushed back in the hopes of winning over skeptical state officials. Even with more time, more federal help and technical advances, REAL ID still faces stiff opposition from civil liberties groups. To address some of those concerns, the government now plans to phase in a secure ID initiative that Congress passed into law in 2005. full story
